The installer live downloads the regular Google Chrome installer and extracts the files from it. Any package of Chrome bundling the Chrome files is done illegally. For this release, you can download this file separately and place it in the same directory as the portable installer. The portable installer should then use that rather than downloading a copy during installation.

Sometimes, the impossible can become possible, if you're awesome!

Is this an exception? A lot of people in India will also be grateful if it becomes a regular feature as internet connectivity there as well is nothing to be proud of :(.

Downloads that do not permit "resuming" from where the break occurs are a real problem.

It's a different file for every release; given this URL, you will probably be able to guess the new directory for a new version.
