Legalities
That's one of the requirements Oracle has in order for us to be able to distribute Java in this form. Just like we can't call it Java Portable, it must be called jPortable.
Licensing
The licensing setup with Oracle requires it to be done this way. Anyone packaging a 'portable java' with Java included is actually breaking the law.
