Is the inability to download the newest Gimp Portable a Sourceforge Issue?

The English homepage had the old download location. It's been fixed. Sorry about that.

Sometimes, the impossible can become possible, if you're awesome!

It seems there are problems with this version of Gimp (2.8.14). I guess it would be safer to stay on version 2.8.10. More here.
BTW I have the same issue as is mentioned in link above + menus and text in some pop up windows disappeared.

Are the issues Windows XP only? I'd heard a report that they were.
