The PortableApps.com Installer allows you to quickly package your portable apps in an easy-to-use installer without having to write or compile any code. This release fixes an issue with a file left behind when building an installer in automated mode via command line and updates French and Vietnamese translations. The PortableApps.com Format Specification and installer are available for outside developers to use and can be used freely with free open source and freeware applications. Commercial use is available by contacting PortableApps.com.

Unintentional change in Farsi language file?
Version 3.1.2 has
${} DownloadNamewhere version 3.1.1 had${DownloadName}. Is this intentional? it doesn't look right to me.Bug
That's a bug in the older submitted file. I manually fixed it in the last pa.c installer release but it was still wrong in the platform installer language set. It was copied over and re-introduced. I'll have it fixed soon.
