Not able to upgrade my OOP 2.2.1

I downloaded the German version of OpenOffice Portable 2.3.1 Rev 2 and want to upgrade my old 2.2.1 OOP on a U3-USB-Stick. On that stick I run the Portable Apps Menu and that is where I call "Options" and then "Install a new app...". I get a DOS-Window opening but closing so fast that I'm unable to read the error-message. Nothing happens after that.
I also tried to run the downloaded file as an administrator (right-click and run as admin) but to no success.
What's the problem?

The download you have is corrupt. This usually happens when people right-click the download link and end up saving a copy of the web page redirector instead of the actual installer.
