Make sure you have included
Make sure you have included the Aspell dll's that are required back into the installation. Those are most likely missing.

What dlls? From where to where? I installed aspell and then copied the app dir like before. No dice.
Why isn't it packaged with spell check and OTR as options?
OTR
is available as a separate download and Aspell cant be included because the dictionary files aren't open source. Here is more info on Aspell with Pidgin Portable.
And btw: Spelling works for me without a problem.

Follow Simeon's post. It's working for me also using the same method. It's the way Aspell is packaged. They don't have a zip that you can just drop into Pidgin.
