StartPortableApps.exe

When I click on StartPortableApps.exe

Recourse to the the suggested pages has not been of much help.
I do not personally know anyone in the Open source movement, which I would like to support.

I get an error message that I must restart as shown:

"PortableAppsMen.exe has generated errors and will be closed by windows. You will need to restart the program." It also says that an error log has been created.

It does not work. There is no error log,
that is it does not do anythting.
I can access applications OK.
What is the StartPortableApps file about?

I run windows 2000 Pro
and I installed Portable Apps on an lG 1G USB stick.

Being unfamiliar with the Open software movement and willing to learn I do need a clue. Like which forum should I have selected to address this request to. I have the impression that an apprenticeship sojourn is necessary. Dos was less formidable 25 years ago.
