i have a portable apps version of ruby and scite, how do i make it available or submit it ?

Upload it and beta post it.
Most of the devs that have been here a while use Patrick's server. You'd have to email him about that. But the rest of us just use whatever.

Not to be harsh at all, but please don't advertise my hosting. I've mentioned this once before. If I'd like to offer my hosting to someone, that's up to me. But please don't say anything about it when not needed, just tell him to upload it to a free file hosting service, and then I'd see.
Edit: I think I came off harsh. I know it was unintentional, just please watch this in the future.

Steps
Here are some steps to follow.
1. Check to make sure your app follows all of the codes of PortableApps. (Open Source, PAF format, No registry left behind, ect)
2. Add the Dev Test splash screen and the PAF installer
3. Upload it to an online file hosting server such as mediafire
4. Make a post in the Beta Testing section showing your applications. Make sure it follows the following layout. http://portableapps.com/node/11965
And that should be the bacics. I am not an official, so I may be incorrect.
