Eclipse is already portable, and it handles a large variety of programming languages. Sure, you still need Java installed on the host system, but in most cases, it works fine.

I have JRE on my USB key and

I have JRE on my USB key and Eclipse and it works fine...
Probably you still need some java on your host computer, but usually it is installed anyway....
