It uses dot net, so it isn't fully portable (won't work on XP PCs where .NET hasn't been installed by an administrator). And it's a beta, something you shouldn't use for an important tasks like password storage. It's fine for testing and playing with if you understand the limitations.

But do you think that they will discontinue Keepass 1x and focus more on Keepass 2x?
On the Keepass homepage is written the following

I believe Mono has the same issue on Windows at the moment. Not to mention the patent issues... namely that only Novell (who develops and distributes Mono) is immune from Microsoft's patent lawsuits (much of .NET is patented by Microsoft) and if we try and do a portable version of it they'll probably just sue us.

Having used KeePass for a long time, let's get a couple of things clear.
1) From http://keepass.info/devstatus.html#status1x - KeePass 1.x is not dead, and will continue to be developed alongside KeePass 2.x
2) From http://keepass.info/compare.html - a list of comparisons of features and whatnot.
3) There has been talk of KP 2.x being able to use Mono, but as Jon noted that there is a major problem to doing that as well.
4) I use the KP 1.x installer from here, then extract the contents of the 2.x *.ZIP* file (portable version) on top of the KP 1.x in the appropriate directory and use it like that. At Uni we are running XP or better, and all XP installs include .Net 2 at a minimum - so I am covered. Only once have I run into an issue where .Net was not installed - and it turned out that the machine needed it anyway for a new set of Via Hyperion drivers. And this was a client's machine from my business.
.Net will fit on a 32MB (yes 32 MB) UFD - so the excuse that it is so big does not cut it anymore. I see no reason to not install it anymore than I see any reason to not install JAVA if you need to run JAVA apps.

Personally, since Jon is adamant about sticking to strictly FOSS that has no prerequisites, I am all in favor of keeping only the 1.x installers here and letting those of use who want to run 2.x do so on our own.

You might not always have permission to install stuff on a machine that isn't yours. That's the purpose of portable apps; you can take them just about anywhere and they'll run, without having to install anything.
As for Java, the possibility exists that Java apps will be "portablized" in the future. What with Java itself being portable (facilitated by the Java Portablizer), it's only a matter of time.
To clarify, .NET is only pre-installed on Vista and later. XP has no .NET at all by default. I have a chart on the PCs with it pre-installed here:
