7-Zip´s sourcecode. It uses the NSIS-Registry-Plugin which does exactly what you want.

Not the actual 7-Zip app, which I thought he was talking about at first.

The registry IS saved in local registry, but after 7-ZipPortable or WhateverelsePortable is closed, the registry is exported to a .reg file within Data folder.
