Graphics: Frame/Border and Text Art

Well I need a photo program that can add frames or borders to my images (doesn't have to be portable just reasonable size) and another program or the same program to make text art like graffiti. Sorry if this has nothing to do with apps being portable.

Why not use the GIMP portable?

It can do this easily, and has many more functions that make it an invaluable tool.
