Ok... I am on the hospital bed with a borrowed laptop, and one thing: GET RID OF THE TABLES! Also, improove your CSS and HTML, here are some links: HTML Tutorial, a CSS Tutorial, and a clean HTML Tutorial.

Also, I notice some inconsistency with the pages style, I advice you this (as you refuse to use Drupal). I'll later get instructions on getting clean urls.

One more thing, you're using Drupal for forums. As you don't all stuff in Drupal, you can change to other Forums System. If you want, you can use phpBB. The following tutorial is for Wordpress, but works without it.

Also, I advice you to go with another CMS if you don't like Drupal, but avoid doing raw HTML pages, they are hard to maintain.

A few more things: The hotlinking banner is seizure prone, get a non animated version And on the sidebar, my link should have PTMb, the B is lowercase, ok?

At last, you have a content area, a sidebar, a footer, a navigation bar, but you lack a header. And that is all.

Beyond that it is nice. I like it. I don't know which number to give it from 1 to 10 btw but from 1 to 20 I'll give it a... 12.5.
