Seems to be portable already

According to Wikipedia (and reference link #2) it's already portable, so here's how you do it. Download the .zip file. Unpack it to X:\PortableApps\PSPadPortable, where X is your flash drive's drive letter. Now either exit and restart the PortableApps.com Platform, or more simply open the menu, click Options, then Refresh App Icons. It should show up, in alphabetical order. You can rename it if you like.

If you need something more closely integrated with the Platform, Notepad++ seems to do a lot of the things that PSPad claims to do, and that is already available, and fully supported here.
