I also saw an IRC implementation.
I didn't play because there weren't any opponents in the channel, but apparently it's possible to play Settlers of Catan in text mode over IRC.
There is also an online version that lets you play, but it limits people if they don't pay.

I use it on Ubuntu, but there seems to be a Windows client (yes, you will need a linux machine to run the server and ai).
