%programfiles% is protected
You need admin rights to write there. If it weren't protected, anyone who uses your computer (or any malware) could easily mess with your installed programs.

It's not just a Windows 7 problem. It's a UAC problem. Right-Click on the installer and select "Run as Administrator", if you have admin privs that is.

That's asking for trouble
Given that a portable app will try to write its settings etc. into a subdirectory of its install folder, if you install it somewhere that needs Run as Administrator to put it there, there is every chance that it will need to be run the same way every time you use it.
The correct fix is not to install PortableApps into Program Files - that is designed for locally installed apps that place their data and settings in well-known, designed-to-be-accessible locations on the disk.
This site's recommendation is that they should always be installed in :\PortableApps by preference.
