Finally, I have been unable to find a license for it - all I know is that it's "free for private use, noncommercial or educational (including non-profit organizations). I've used this little gem in the past. It's quick and has a good variety of features, great if you don't want to open up GIMP.
(I love GIMP, probably my favorite portable app, but it sure does load slow)

Most windows users will find PhotoFiltre much easier to use than GIMP. Please include PhotoFiltre in the official list of applications. It really is as simple as copying (from the ZIP download on the official site, http://photofiltre.free.fr/download_en.htm) it into the Apps-folder and restart(refresh) PortableApps to get it working.
