Quick question: different release types

Well, I've wondered about this for awhile... what do the different release types mean?
In other words, how are development tests different from prereleases? And how do you know when something's ready to become official?

Development test: Everything someone posts in the forums. First step of the ladder. After it is tested enough and verified everything works ok and is paf compliant, it becomes:

Prerelease: It's pre release now. After a final round of testing, it hopefully becomes an:

official release. Only John can do them at the moment.
