Testing

I've given it a quick look over, and the actual settings file isn't moved. However, you can redirect it which is easier by putting this before RunWait:

System::Call 'Kernel32::SetEnvironmentVariableA(t, t) i("HOME", "$SETTINGSDIRECTORY").n'

The launcher can be updated to use ReadINIStrWithDefault, which makes it a lot cleaner, and when I ran it a couple of times I saw no X:\lmarbles.conf being created so any lines relating to that can be deleted.
Besides for that, good work.

On the settings, they seem to be ok moving from the program dir to the settings dir, but if you mean the lgames/lmarbles.conf in the program directory, It doesn't seem to change after I play the game, so Idk.

And what happens if I put that code on? I tried it but I didn't see anything different.
