Stopped working

It may be GIMP error but suddenly I can no longer run Portable GIMP

Applciation was not properly initalized (0xc0000142). Press OK to close application.

OK
---------------------------

this shows everytime I run PortableGIMP.exe

I am sure this has been answered.
I think it was something to do with a DLL.
