Self promoting is not allowed.
If you would like to package your application in the PortableApps.com Format, thats fine.
If you do package it in PA.c format, please read the beta testing guidelines and the development testing layout.
I have not downloaded the setup.exe, but from what I can tell from the name, its not a PA installer.

I think its fine in this case because rcmaeh01 has been here for over 2 years and this program grew out of ideas in this forum.

True, but only PortableApps.com Format apps can be promoted on the site. As no PAF build is available on the project, it can't be promoted here.
