already found the good folks at Macromedia Dreamweaver portable but you can not install it in program portableapps, Could anyone make a portable dreaweaver.

Dreamweaver has been requested several times. Using the "Search" box in the upper right corner can save you and others some time.
Somehow I doubt that the "good folks" who made Dreamweaver portable you are mentioning have anything to do with Macromedia, and it's highly unlikely that the copy you have is legal.
On this site you will find only legal software.
