Lock Preferences on Newer Versions

Lock Preferences on Newer Versions

I was able to lock preferences (e.g. proxy settings) on previous versions, but since FF4 the file all.js seems to be missing and I can't enable mozilla.cfg anymore.

Is there a workaround or any other way to prevent users from messing up the settings?
