Visual Basic is closed

Visual Basic is closed source. Only Microsoft has access to it's code. You'd have to ask Microsoft to do that, and I don't think they'll be doing so any time soon.

Well, though you can't get VisualBasic 2008 Portable, there is an Open-Source IDE for Visual Basic, C#, and a few others called SharpDevelop. SharpDevelop is mostly portable, except that it stores things in the User's Application Data folder. To make it portable, see the webpage down at the bottom.The only thing needed: a .Net framework. Depending on the version, you will probably need a .Net framework. For version 3.xxx you'll need .Net framework 3, but for version 4.x.x.x you'll need the 4.0/later framework.

it's not portable if it saves

it's not portable if it saves it's settings on the host pc therefore your mostly portable is not portable.
