How do I open the Layers & Channels menu?

Hello:

I'm trying to make one of those sketches to paint images but the instructions tell me to open the Layers and Channels menu and I can't find it on Portable Gimp. Can someone please tell me how to get to this feature and if you're really feeling generous could you please give me some easy to understand directions on how to do this whole thing? Thanks.
