[Released] LAN Messenger Portable 1.2.35 Development Test 1

Description: (from website) LAN Messenger is a free and open source cross-platform instant messaging application for communication over a local network. It does not require a server. A number of useful features including event notifications, file transfer and message logging are provided.

The best way is....

Read the documentation darksabre76 linked to, look at existing PortableApps, and have a go at making a portable version of something simple, maybe even an existing official app like BabelMap, Console or CrystalDiskMark (are three easy ones I found from a quick look through my PortableApps folder).

Most importantly though always use the documentation as reference. There will always be something you forget, or read wrong, so keep checking the documentation.
