Am I dumb?

I downloaded the installer for portable apps platform (12.5) and began the install to a USB drive. When it was finished, I was asked if I wanted to run it. When I clicked "Finish" I got a message saying it was "unable to connect to PortablApps.com to retrieve portable apps. Please try again later. [Send request error]".

After spending an afternoon "trying again", I redormated the drive and re=downloaded the program - with the same results. I forgot to mention that both times I was still online at the download page of portablapps.com.

Why is this happening and is it "fixable"?

By default, the platform is configured to automatic mode, which will use the Windows proxy/internet configuration. So, basically, if IE can connect to the internet, the platform should be able to. If IE can't, the platform can't either. Note that if you use one of those oddball 'remove IE from Windows' tools, it'll never work on that machine as it uses the Windows API to download files and removing IE kills the Windows API.

check your firewall. I had to make some new rules on my firewall for this to start working, as of this writing I have not check all features, but it seems to be working. I am half asleep and just started guessing at the correct .exe files you needed to add, so you probably don't need all of these but these are the .exe files I added a new rule for to get to start working: Start.exe, png2ico.exe (probably don't need this one), portableappsplatform.exe, portableappsupdater.exe.
