The usual cause is that your connection to Google's servers is blocked or Windows/IE's internet connection settings are misconfigured. You must be able to download Chrome via IE for the live installer to work. The installer uses the Windows internet components which use the same bits and proxy, etc configuration as IE.
Blocking most often occurs in companies or universities or in countries that have very closed internet.
