The end of the matter, practically speaking:
"You do not NEED to reverse engineer, decompile, disassemble, or modify IZArc, to get it to run off a flashdrive/CD."

IOW, IZarc runs fairly portably as IS... Just copy the folder it's in to the flashdrive/burned CD, and run. No worries, mate...
