just delete it

Thats how it works mostly.
If you cant access your drive, just right-click on the symbol of your drive and select "open".
If you have the drive in your explorer, just delete the files and make sure you delete the hidden autorun.ini, too.

You can safely install it in a subfolder of C:

Belo,
As Simeon said, the problem lies with the autorun.ini file.

Try this, you can get into the drive and find the file.
(This is for Windows XP, but it is similar in 2000 and 98)

Click your start button, and choose "Run"
Type in "explorer" and hit enter. It should open Windows Explorer.
Now, in the Explorer window, drop down the Tools menu and choose Folder Options.
In the Folder Options window, choose the "View" tab.
Select the "Show hidden folders and files" option.
Also, UNCHECK the "Hide extensions for known file types" and click OK.
Now, when you browse to the C: folder, you will see the autorun.ini file.

If you just delete this file, or rename it to autorun.old, your C: drive will behave normally, and you won't have to uninstall the PortableApps.

I suggest that you make a new folder on your C: drive (call it "PAM") and move all your PortableApps folders into it.
Here's what you'll have to move, assuming you originally installed it directly into C:

C:\Documents\
C:\PortableApps\
C:\autorun.ini
C:\StartPortableApps.exe

You will then end up with
C:\PAM\Documents\
C:\PAM\PortableApps\
C:\PAM\autorun.ini
C:\PAM\StartPortableApps.exe

You can then start the suite by running C:\PAM\StartPortableApps.exe, and it will function normally.
