I don't see what the license is, but it is from the same site and author as ConvertAll, which is already on PortableApps.
I like RPN much more than algebraic. The installation instructions include how to get it as portable, but I don't know if it meets the PA standard.

I have looked at it very briefly online. It does look interesting and capable. I am not in a position to do the kind of testing discussed in the referenced thread -- PA behavior testing. It does not look like the author is looking for calculator behavior testing.
