MinGW -- It was here once before, is it really gone?

When I do a search, either within the site or Googling "MinGW Portable" I get the forum post at <https://portableapps.com/node/18601>.
BUT, either the link to <http://sar3th.kicks-ass.net/downloads/PortableApps/MinGWPortable/MinGW_P... is broken, or the Public Library doesn't see the humor in a site named "kick-ass.net" Either way, I can't get it.
I did find an installable MSYSPortable_1.0.11_Development_Test_1.paf; however, it doesn't include GCC or BinUtils.
I think there was once a paf version of TDM-GCC, but I cannot find it any more.

So, any pointers to getting GCC+BinUtils+Make in portable form is more than welcome!

Oh, "my" system: Running off a PNY 7GiB USB stick on a public library computer. The IT crew is pretty good at their jobs -- this machine is wired down tighter than [various expletives deleted.]

Thanks, mwayne, but when I try that site I get "Page Blocked" with "Description: Website contains prohibited Child P*rn content."
That's even more off-putting than what I get from "kick-ass.net!"
Any chance you could put it up on your GitHub account.
