Problem might be...
Some people have never heard or knew this was possible.
Some people might be scared to change the .dll file.
Some people might be scared themes can affect there computer.
Some people might wanna make there own, but don't have the software.
Some people don't care about looks.
Lol, only possible reasons I can think of, I think it's mainly many people don't know about the possiblilty of theming.
