You must be able to download from github where you are as this is hosted by the publisher there.
The download file is available and the server is working without issue.
I can, it is doing it from PA that isn't working.
I'm in London UK and I can get the file if I navigate there manually.

It works fine via the platform as well. I did it earlier when you posted and did again just now to confirm. As both a new install and as an upgrade.
Remember, it doesn't matter if you can download a file via your browser of choice. Especially a portable one. What matters is whether Windows can download it via its components. Testing in IE usually helps determine if that is working. But this is more than should be posted here in a news story. The file is available and downloadable via the platform.
