GPG's file layout changes with the 2.2.x release, so it can only be used with apps that have been updated to support it. Thunderbird Portable 52.5.0 and later, Thunderbird Portable 57.0 Beta 2 and later, and SeaMonkey Portable 2.49.1 Rev 2 and later all have launchers that support the new file layout.
