IObit Unlocker is a tool to determine what application or process has a given file locked so it can't be deleted or moved and, if desired, unlock that file. It's packaged in PortableApps.com Format so it can easily integrate with the PortableApps.com Platform. It's freeware for personal and business use.

Note that a few mainstream antivirus products are currently flagging a false positive on this. DrWeb and Sophos are calling it a PUP/Potentially Unwanted Program (are you sure you installed this?). Symantec and TrendMicro-HouseCall are flagging it as 'generic trojan' due to issues with their non-definition detection systems. They may or may not fix their issues but have been notified.
