A new version of Pencil2D Portable has been released by PortableApps.com. Pencil2D is an animation/drawing software that lets you create traditional hand-drawn animation (cartoon) using both bitmap and vector graphics. It's in PortableApps.com Format so it can easily integrate with the PortableApps.com Platform. And it's open source and completely free.
