A new version of Telegram Desktop Portable has been released. Telegram is a cloud-based mobile and desktop messaging app with a focus on security and speed. It's packaged in PortableApps.com Format so it can easily integrate with the PortableApps.com Platform. And it's open source and completely free.

Same reason as for the publisher's standard version. Some folks like it self-contained and separate from their browser.

Sometimes, the impossible can become possible, if you're awesome!

some find the usage nicer in a app.
and you can better find and seperate bugs and service problems.
