That's the "PackageVersion" which must be greater than the last release's PackageVersion so that the updater knows to update. The PackageVersion is related to the DisplayVersion but often different for specific reasons. This is by design and can be ignored. I have no idea why Skype is playing musical version numbers, you'd have to ask them. We just work around it.
