Work-usable Portable PDF printer

My office computer is on lockdown, and I don't want to push the limits too hard. However, it is necessary in my job to unfortunately work with PDF documents. PDFTK is brilliant in that I can open and manipulate most PDF docs. However, lately there are a few that come to me SECURED. I may print to a normal printer with the docs, but I cannot crack it open or remove the restrictions.

I am looking for a simple, non-installable, completely portable solution that will do one of two things for me:

1) allow me to remove the restrictions so I may manipulate the file in PDFTK

or

Stair Dismount/Truck Dismount/Sauna Dismount/Dismount Levels

Those apps (at least Stair Dismount/Truck Dismount) were available in portable form, there was even .paf installer obtainable from
http://portable.cubegames.net/truckdismount
and
http://portable.cubegames.net/stairdismount
but the site is offline now.

Speed Reader Enhanced

There is a portable version of this available on sourceforge but it seems worthy of including here just to make finding it easier not to mention it is a straight forward pragmatic tool which would fit in well. Fairly simple but seems to be useful, I hope to introduce it to a college class I teach as a way of increasing reading speed and comprehension.

Since i've seen and tried many apps from here I found one from iobit.com that i would like to see portable. game booster 3. since theres a smart defrag from iobit i bet they wouldnt mind if we made gamebooster 3 portable.

BabelPad

Now that BabelMap has made its way to official apps, it would be great if BabelPad could follow. Created by the same author it is, in my opinion, the best plain text editor for "Unicode-intensive" purposes.
