Luanguage settings
I can not change the language settings. The program starts loading the Russian language, after restarting the program language is English again.
Platform
If you launch Foxit Portable from the PortableApps.com Platform, it will match the language of the platform. If you don't want to do that, go into the platform's options and uncheck "Use this language for all portable apps"

By the way, default language of my PortableApps.com Platform is russian. But only unchecking "Use this leanguage for all portable apps" has led to the change in Foxit interface language (to russian).

Hmm
That would be a bug. If the platform is in Russian, Foxit should be, too. Likely the way it's passing the language variable over. I'll have a look into it today and see if I can have that fixed by the next build for you.
Fix Built
I've built a fix for the issue. Foxit changed the way it handles languages, so I had to rework the files and the launcher a bit. It will be released tomorrow as 6.0.3 Rev 2.
