it is again not. Or better not as the sense here. It works clearly only under admin rights. It has to install additional driver (third party ), but yes it will unistall it after use again.
So as here the sense of portable is meant it will work almost on any computer and also under restricted rights, it is kind of 'half portable' even it is ditributed in paf format for some time now.
But those who know what this utility is for, they also know where to get it from and how to operate it.
An average user might anyway have some problems to use such tool correctly.
