Simple app that can make a shortcut that points to things relative to itself. I would find that much easier than scrolling through a list of every executable on my drive. Would be great as another little app in Libertà.

True Windows shortcuts require absolute paths. The closest you'll come is putting batch files (or compiled scripts) in the root directory. Or better yet, just move your portable apps into the root directory, and use the PortableX.exe files right from the root. This way you don't have to walk a gigantic directory structure to get to them.
