i got an old legacy version that appears portable look for the wep games swuite its part of that its an old win 98 games pack back when microsoft was encouraging people to save settings locally not in the registry
p.s. its made by microsoft and NOT free so....

Use whatever web browser you wish. Using Firefox is often recommended over IE due to some possible security concerns and overall compatibility with the web in general.

What about a flash Game? Like this one. If you find any better, maybe you could download them and put it in your Flash Drive. On your browser there should be an option to open a file, open the download flash game and it should play without needing to download/wait for it to load.
If you don't want a flash game then maybe I (or we or us or you) will search any OSS software on Sourceforge.net.
(Firefox is a good browser, try it and you will like it)
