I know that PAM sets the location for where program's are installed to but how about where programs are being installed from?

Wouldn't that depend on where you download to? I mean wherever your last dowbload went to the installer would download to there and install from there. If it were possible to change that sort of thing a lot of people probably wouldn't appreciate having that sort of thing tampered with in their set up.

I'm simply saying it would be cool to be able to set the default location where PAM installs applications from and yes it could be where things are downloaded to but probably not.
USB "flash" drives are becoming bigger all the time, no problem to store all installers on the same media as applications unpacked or otherwise really it depends on the user I'm merely asking for choice here and as well to have backup and compacting in the one application as PAM, not 3 separate installs.
I also want it to work on windows 7.
