Is there a list of portable app launchers somewhere? I have searched the forum for various launchers and found a few but I think it would be great if there was a post that contained a list of all available launchers, versions, authors and a download link. Similar to the list found for Test Releases.

At the moment, there is no such list. The launchers aren't officially supported by this site (though the respective authors of them do provide support usually).
If there was an 'official' list of them here, then it would strongly imply that the site officially offered support, which could cause problems for some / many users.
That said, however, there is absolutely nothing to stop you from compiling a list of all the forum topics that have launchers in them, posting it somewhere here, and keeping it regularly updated, but it would be quite a lot of work for you to maintain (which is why nobody else has done so yet).
