There is currently a launcher created utilising the the save settings etc capability of PortableApps. You can find it here - https://portableapps.com/node/12969 - I use it myself and can confirm it works. Please remember to search in future. If you did my apologies as it was on the second page of the results for CCleaner.

Just go to the CCleaner site and under downloads, look for an "other builds" link.
That will take you to a page where they have the current CCleaner version as a portable build. Just extract to a folder and go.

The OP already identified the portable version in her original post. I have directed her to a PA launcher which uses the portable version but also maintains all the settings, works on different drive letters and the other goodies that makes it worth having already 'portable' applications in PA wrappers.

As it is not FOSS you can only upload a launcher and let folks download the app themselves.
As I mentioned in my previous reply, for apps that are not opensource we sometimes make launchers, but we don't allow links to full packages that contain the app without the apps copyright holders permission at least.

save even more space

You can remove the entire Lang directory so long as you plan to keep it entirely English.
