License: I'm not sure if this is open source, it has the source code under developers on the website, i would think its open source then.
Description: Snarl is a notification system for Windows. It provides a standard, simple way for application to notify you, the end user, of important events.

had a look at this apps screenshots. It looks really neat Ill check it out see how useful it is and if I like it Ill try to make it in PAF format. Oh it is opensource and one way to know is that it is being hosted on sourceforge.net. ;P

I'd love this too, I like the songsnarl addon for songbird but can't use it portably
