go to the page, stop the download. Copy the link, paste that into winwget.
also, it should be
`F:\OpenOffice.org_Portable_3.0_en-us.paf.exe'; not F:"/OpenOffice.org_Portable_3.0_en-us.paf.exe'

if not it might be a permissions problem. i have the same issue at work where i have limited read/write rights. they dont want us stealing information.
winwget (or wget) doesn't like going to the route. Point it to a folder, say, X:\downloads.
