I tried to set the menu language to Hebrew, got garbled Latin letters & symbols. Is this a code page issue? Checked some more: Only Latin alphabet languages are working.

Running English version of Vista SP1, if that matters.
It'll work fine if your copy of Windows is set for Hebrew. But it and the other non-latin ones won't work if your codepage isn't right.

Is there a way to remove the code-page stuff and work in Unicode? or does retaining Windows 98/ME support not allow for that possibility?
Our programming environment (Borland Delphi 2006) does not support Unicode display at the present time. We will probably switch to a later release which does Unicode only (which means dropping Windows 95/98/Me) in the future.
